The Former President's Woke Alarm Misses The Continent's True Threat: Economic Stagnation.

The recent US security policy document presents a misguided view of Europe. It claims that unrestrained immigration and what it terms "progressive" policies represent an existential risk to European civilization. However, this argument rests on a serious misreading of the reality. The true danger facing the EU is not cultural but technological and economic backwardness.

A Glaring Economic Divide Separating Europe and the US

Statistics paint a stark contrast. From 2008 and 2023, US GDP grew by eighty-seven percent, while a mere thirteen and a half percent increase for the EU. During this time, European income per person fell from 76.5% to just 50% of the American figure. Strikingly, even Mississippi now has a higher per capita income than major EU nations like France and Italy.

Today, about 50% of the world’s 50 largest technology firms are American, while only four are European.

The Innovation Deficit: The Core Question

This widening economic gap stems from superior productivity growth in the United States, fueled by technological innovation and better use of resources. The scene of world technology dominance is decidedly US-centric. In the last five decades, 241 US firms have grown into enterprises valued at more than $10bn, compared with only fourteen in Europe.

This gap prompts a pressing issue: As the competition for tomorrow's sectors like semiconductors, AI, and fusion energy, what is the EU stand? Most analysts concede it is largely a two-horse race involving the United States and China, with Europe entering at a clear disadvantage.

Root Causes of Europe's Innovation Gap

Several major factors account for this technological divide.

  • Venture Capital: The US boasts a much more robust and more dynamic network for funding startups. The EU has yet to establish a genuine capital markets union, which caps the scale of emerging companies.
  • Regulatory Fragmentation: Complex and divided rules hinder Europe. A American entrepreneur can launch a service under a single set of laws to access a consumer base of hundreds of millions. The European Union, despite a larger population, is split among 27 separate systems, creating significant market obstacles.
  • Mindset Differences: Attitudes toward entrepreneurial failure differ sharply. In parts of Europe, business failure was historically viewed with penalties, whereas in the US, it is often considered a valuable lesson.
  • Defense Spending: The United States enjoys a deeply integrated academic-military-industrial complex. Europe's chronic underinvestment in defense has eroded its ability in breakthrough innovation.

A Path Forward: Reasons for Cautious Optimism

Despite these challenges, there are reasons for hope. Policymakers are increasingly aware of the severe threat and have started to propose substantial change. Notable reports on European competitiveness and the single market point to the need for major changes.

Given appropriate policies and regulatory reforms, Europe's strengths could support far greater levels of commercial innovation.

The continent still possesses significant strengths: high-quality workforce, top-tier schools and universities, and premier research institutions. Alongside a vast domestic consumer base and high savings rates, these elements could unleash a surge of investment and entrepreneurship.

Importantly, even if the EU does not take the lead in creating next-generation tech, it can still dramatically increase economic output by implementing and tailoring advancements from other regions.

An Inflection Point

Europe now faces a critical moment. To paraphrase a famous line, decline often happens "slowly, then all at once". To date, the continent's slide in innovation has been steady. But, if it fails to take bold steps to address its deep-seated problems, today's gradual weakening could turn into a sudden and irreversible loss of world influence.
